California’s ban on small gas-powered engines will go into effect in 2024

Small off-road, gas-powered engines will soon become a thing of the past for those in California.

In September 2020, Gov. Gavin Newsom issued an executive order that outlaws the sale of new gas-powered small-motor equipment — engines that produce less than 25 gross horsepower — in 2024. In December 2021, the California Air Resources Board (CARB) approved the measure that will require newly manufactured, small off-road engines to be zero-emission by that date. This applies to lawn mowers, chain saws and other lawn equipment, with portable generators set to meet zero-emission standards in 2028.

“The American Rental Association (ARA) worked with many stakeholders on the small off-road engine rules because we do not think a ban on sales in 2024 is feasible. However, CARB did pass the rule. The rule does not require anyone to purge their fleets of small gas-powered engines, but members won’t be able to buy one after 2024. California rental business operators need to start developing strategies that will allow them to transition to a totally electric small-engine fleet,” says John McClelland, Ph.D., ARA vice president of government affairs and chief economist.
